Humboldt Community Services District offers a wide variety of convenient payment options for our rate payers. Simply choose the option that best suits your needs.

Payment Online

Humboldt Community Services District is excited to offer rate payers an easy and convenient method to view and pay their utility bills online.  This is a fee-based service. For credit, debit and PaypPal transactions, the service fee is 3.5% with a minimum of $3.00.  Electronic Check transactions are not subject to a service fee.

Payment By Mail

If paying by check or money order through the mail, please send all payments with your payment coupon. To avoid late fees, please mail your payment at least five to seven business days before the due date specified on your bill. 

 

Automatic Bank Draft

The worry-free way to pay your water bill. With this service, the amount of your monthly bill is automatically deducted from your bank account and credited to your utility account. There is no set-up fee or charge associated with this method of payment. To set up Automated Bank Draft, simply download and fill out the Automatic Payment Authorization Form and drop it off or mail it to our office, along with a voided check.You will still receive a monthly bill showing the monthly charges, the total due, the due date, and marked AUTO PAY.  A returned payment fee will apply if there are insufficient funds for the payment

 

Payment Drop-off Location

You may pay your bill in person at our office address. We accept cash, check, or money orders. You may also drop your payment off in our drop box in our parking lot.  Please do not deposit cash in the drop box.

 

Payment By Phone

You may also make a payment by phone or check your account balance 24/7 with our automated phone service. A  service fee of 3.5% with a minimum of $3.00 will be charged.  Electronic Check transactions are not subject to a service fee. To pay by phone call (888) 973-0715.

 

Past Due Accounts

A bill is past due if payment is not received within 21 days from the postmark date. If payment has not been received before the next month billing cycle the previous balance is past due. A past due notice will be mailed. This notice will indicate the shutoff date due to non-payment. If this past due balance is not paid before the shutoff date, the service will be shutoff. To restore service the past due balance and a reconnection service charge must be paid. We will endeavor to restore service the following business day, excluding weekends and holidays.

Customers experiencing challenges in paying their account balances may request the arrangement of an Alternative Payment Plan by completing the Alternative Payment Plan Agreement form. Payment Plan Agreements allow for past due balances to be paid down in increments over time. Payment plan agreements are subject to review and approval at the Discretion of HCSD.

The District’s Payment Plan policy is in compliance with SB998 requirements. Customers with specific eligibility under SB998 may also turn in the SB998 Application form in addition to their completed Payment Plan Agreement Form. 

Customers who do not meet the eligibility requirements under SB998 are also welcome to submit an Alternative Payment Plan Agreement form for consideration.  Approval of payment plans for such customers will be at the discretion of the HCSD.
